1. This request for proposals (RFP) follows the general procurement notice published on the Public Procurement Authority (PPA) of Ghana website on January 20, 2012.

2. The TDC Ghana Ltd (TDC) intends to apply part of its budgetary allocation to fund eligible payments under the contract for the provision of Enterprise Resource Planning (ERP) Software for its ICT upgrade project.

3. Objectives of the RFP

The objective of the RFP is to solicit proposals for a software solution that will best meet TDC’s needs for an integrated ERP system. The selected ERP solution shall support TDC to have an edge in the delivery of services to its clients, to significantly improve the efficiency and effectiveness of TDC. As much as possible, TDC desires a Ready-to-use ERP solution to avoid impact on on-going operations

4. Scope of works

The TDC Ghana Ltd wishes to engage the services of an ICT Firm to carry out various ICT works, as detailed below;

·         The supply, installation, configuration and deployment of an integrated ERP system;

·         Training the Requisite personnel on the use of the ERP system;

·         Training of key business experts in each department on the use of the ERP system;

·         Training of TDC staff on the administration of the ERP system; and

·         Two (2) year maintenance /support

TDC Ghana Ltd now invites sealed proposal- Technical and Financial from eligible ICT Firms for the provision of the ERP solution.

5. Tendering will be conducted through the International Competitive Tendering (ICT) procedures specified in the Public Procurement Act, 2003, and the guidelines of the Public
Procurement Authority (PPA) of the Republic of Ghana.

6. Interested eligible Tenderers may obtain further information and clarifications at the address below, and inspect the RFP Documents at the TDC Ghana Ltd Head
Office, Room 131 from 09.00 to 12.00 hours and 14.00 to 16.00 hours from the 19th of March 2012 till the close of tender.

7. A complete set of RFP Document in English may be purchased by interested eligible ICT firms on the submission of a written application to the address below and upon payment of a non-refundable fee of GHC 300.00 (Ghana Cedis) or US$ 200.00 in cash or Bank Draft to the TDC Ghana Ltd. The RFP Document will be sent by courier to
interested bidders upon additional payment of US$ 100.00. The request must clearly state “Request for RFP Documents for the provision of Enterprise Resource Planning (ERP)”, and addressed to the:

8. All proposals must be delivered by hand or registered mail not later than 14.00 GMT on April 30, 2012. Late submissions will be rejected. Electronic bidding will not be permitted.     Proposals shall be valid for a period of 120 days after submission deadline.

9.  A pre-proposal conference will be held. The date will be communicated to all firms that purchase the RFP Documents.

10. Proposals will be opened publicly after close of tender on April 30, 2012 at 14.30 GMT in the presence of firms’ representatives who choose to attend, at the TDC head Office Training Centre. Only basic requirements, such as legal authorization to provide the services in the RFP, tax and social security obligations, Company registration supported with documentary evidence, etc. will be checked at this opening.
